Summary:

Multiple contractors are fulfilling the US Army, North Region Contracting Center’s continuing requirement for professional services at Fort Leonard Wood, MO.

Background:

The mission of the U.S. Army Maneuver Support Center (MANSCEN) is to provide initial entry training, advanced military occupational specialty, and professional development training in Chemical, Engineer, Military Police, and Transportation disciplines; and to develop and integrate concepts, doctrine, training, force structure, and materiel requirements to support the force and ensure the vitality of the Chemical, Engineer, and Military Police Regiments.

Technical/Functional Requirements:

This contract will provide general technical, analytical, and operational support for the;

  • U.S. Army Engineer School;
  • U.S. Army Chemical, Biological, Radiological, and Nuclear School;
  • U.S. Army Military Police School; and
  • Maneuver Support Center

in critical lessons learned training, simulations, and doctrine updates for Army, Navy, Air Force, Marine, Coast Guard, and Homeland Security services.

Support will primarily be provided for the following areas:

  1. General Technical and Analytical Support
  2. Doctrine and Training Development Support
  3. Training Support
  4. Force Modernization Support
  5. Battle Lab and General Test and Evaluation Support
  6. F. Simulations and Analysis Support

Task Areas:

To provide research, technical, and analytical support to the MANSCEN Schools and Directorates and provide the TRADOC Program Integration Office for Terrain Data (TPIO-TD) and the US Army Engineer School Terrain Visualization Center (TVC) with technical and analytical geospatial support on a short notice, rapid response basis as ordered by the Contracting Officer. Provide general operations support.

Conduct research and write resulting revisions to existing MANSCEN Doctrine and other Capstone documents and manuals. In some cases, the directed research will result in new doctrine, manuals, or Programs of Instruction.

It is expected that the MANSCEN Schools will require support in the conduct of selected courses and Mobile Training Teams.

To provide support for the development of future operational capabilities and requirements development.

This work provides equipment acquisition support for developmental and non-developmental items; program management for programs managed by MANSCEN schools and activities. This includes support to Force Modernization Divisions for equipment issues, organizational design, technical, logistical, engineering, program assistance, administrative and other non-personal services required in support of the requirements development process.

To obtain Contractor support in the following areas: planning and execution of non-simulations based experiments, review and documentation of data source results during non-simulations based experiments, and support for Operational Testing and Concept Experimentation Program.

MANSCEN Organizations and Proponent Schools will require contractor support for the conduct, execution, and documentation of simulation exercises and analytical studies.
